CLT to sue Deputy OCPD Changamwe, IG Kanja, CS Interior Murkomen over Unearthed Police Uniforms Scandal

Centre for Litigation Trust Executive Director, Julius Ogogoh, says plans were underway to lodge a suit under a miscellaneous application against Deputy OCPD Changamwe Police, Samuel Kariuki; CS Interior, Murkomen; and Inspector General of Police, Douglas Kanja, after a Mombasa Court freed a suspect involved in an illegal Police Uniforms procurement scandal.
Suspect, Mark Onyango Otweyo, was arraigned before a Mombasa Magistrate's Court and charged with obtaining KShs. 4,200 from Inspector Kariuki, the Changamwe Deputy OCPD, while pretending to be in a position to make him a pair of police uniforms.
" Mark Onyango Otweyo , on the 9th August 2025, at Changamwe Police Station area in Changamwe, Sub County within Mombasa, with intent to defraud and obtain KSh 4,200 from Samuel Kariuki, pretending that you were in a position to make one pair of police uniforms, a fact that you knew to be false or untrue" says a Police Charge sheet.
Otweyo, a Tailor at Magongo, Changamwe, revealed to the court how Senior Security officers in Mombasa have been procuring new police uniforms from civilians, in violation of the National Police Service tendering system and National Security procedure codes.
He admitted that he has several times made new Kenya Police uniforms to both Junior and Senior Police Officers, in particular, the Changamwe and Airport OCPDs.
The Centre for Litigation Trust Executive Director termed the unusual police uniforms scandal a Security threat to Kenyans currently facing insecurity.
Mr Ogogoh said the suit will be lodged on Monday next week against the country's security bosses, together with the suspect.
"The miscellaneous application suit is ready now as I speak and it will be lodged on Monday. We want IG and CS Murkomen to tell Kenyans how a civilian can be allowed to make Police Uniforms, and why police officers are forced to buy new police uniforms even when a large percentage of them are earning peanuts," Mr Ogogoh said.
The suspect was released following an out-of-court settlement between him and Changamwe Deputy OCPD Samuel Kariuki, who was the complaint in the case.
