The Centre for Litigation Trust (CLT) has moved to the High Court seeking the immediate reinstatement of security officers attached to Siaya Governor James Orengo, arguing that the withdrawal was unlawful, discriminatory and politically motivated.
CLT claims in a petition filed at Milimani High Court in Nairobi that Orengo’s security detail was withdrawn without notice or replacement, exposing the governor to unnecessary risk. The petition further links the move to his recent political remarks criticising the broad-based government arrangement.
“The withdrawal of the security personnel appears to be a retaliatory and intimidatory act designed to pressure the Interested Party into aligning his political position with those of the national executive,” the petition states
The petition names Interior Cabinet Secretary Kipchumba Murkomen, Inspector General of Police Douglas Kanja and the Attorney General as respondents.
Orengo's security was allegedly withdrawn abruptly and without explanation.
"His entire security detail and the security agents guarding his Nairobi home were withdrawn on May 19, 2026, abruptly without prior notice, official communication and or provision of any replacement," CLT Executive Director Julius Ogogoh stated in his affidavit.
CLT is seeking conservatory orders restoring the full security personnel attached to the Siaya Governor personally and at his residences in Nairobi and Siaya, pending the hearing and determination of the petition.
